You will not get in trouble. You will just be denied. Have your parents create the account, and then you can use it.

PayPal does not allow users under the age of 18. If you get caught then your account will be restricted. The funds in the account will be held for 180 days and then dispursed to you. The most likely way of getting caught is by having your PayPal account selected for a credit check.
    Check the user agreement:
You authorize PayPal, directly or through third parties, to make any inquiries we consider necessary to validate your registration. This may include ordering a credit report and performing other credit checks or verifying the information you provide against third party databases.

YES — minimum age is 18
Expect to receive an email such as this (previously received by an underage Paypal user)
    —————————-
“While reviewing your PayPal account, we have discovered that you do not meet the minimum age requirement of age 18. As a result, full access to this account has been denied. This decision may not be appealed.”

The question is: if you have money in that account, will Paypal deny your access to your money because you violated their terms of service?
    Don’t risk it.
