I received money once from a buyer, he paid me through paypal linked to his credit card, and i received less than the nominated amount because paypal charged me.

The fee they charge you for receiving money is to cover the high cost of accepting credit cards. Adding money yourself won’t cost anything whether it’s from your account or your card.
You will get the fastest response if you link your card or account and let PayPal take what it needs when you buy something. That will avoid the waiting period and you won’t have to park money at PayPal.
