I have an unverified paypal account, because I don’t have anything hooked up to it right now. I don’t use it very much at all, and my parents would rather not hook my bank account or a credit card up to it. I have some money on there now, and would like to send some to another person to buy something. Will it send it just as fast as a verified paypal account? And it will it deduct money from what I am sending the person because I am not verified?

Since you ahve an unverified account (no bank account linked) the only money you can use for a payment is what you have in your paypal account already. You can put a credit card on there, but that will still leave you unverified.
