I bought some windows xp pro. oem through a hongkong company but the goods actually shipped to me by a person in China by EMS. And the result is that all the software i received was fake ones and the company refuse to refund my money. and so does the paypal.

Paypal doesn’t refund money when you knowingly buy counterfeits.
PayPal does not really seem to bother with this kind of thing. They transmit money, that is it. That is why I use my credit card – you would receive your money back from a credit card company, at least in the US, under these circumstances.
