I made a purchase and sent money through my paypal account which currently has $89.00 but it took the money from my bank account rather than using any of the money in my account. How can i unfreeze this money?

That’s weird. Usually PayPal takes the money from your account with them first, then goes to your bank account if you don’t have enough funds in your PayPal account. Is it possible that you thought you had funds in the PayPal account, but the funds were only in the PayPal account after the purchase was paid for?
If not, I’d suggest calling PayPal and finding out what happend.
