Its normal for it to add funds.
If the expected clearing date is tomorrow, then you should expect should expect it to be added later on today or during the day tomorrow.
Were the funds added by a virtual check or a refund? Usually these transactions take much longer than credit card transactions on PayPal. PayPal gives you a clearing date, so that you will know when the funds will be available (unless some unexpected situation arises). If the clearing date is February 23, then you should have your funds then, and can’t expect them to be there earlier. The fact that the weekend fell on the 21 and 22, probably is what helped to further delay the funds until the 23.
