I have done all three steps, add bank account etc and entered the two deposits but it still shows up as unverified. Do PayPal take a few hours to update their information?

A few days or more sometimes. Be patient.
verified means that they have done a transaction and your delivery adress is verified. not the bank account. you can do business now but until you have done a transaction you are ” unverified”
u must call ur bank to verify 1st!!! good luck~~
