ive purchased some items on ebay using paypal. the buyers have received my payments but paypal is still processing it. shouldn’t the payment be clear thro paypal once the buyer has received the payment?

Do you only have a bank account? Bank transfers take 3 – 4 business days to clear becauuse they are ACH transactions.
Sounds like you paid with Instant transfer. PayPal fronts the money to the seller and then it waits the 3 – 4 business days to process from your account. This is probably the waiting time you see although the seller is already paid.
It depends on the account it uses. I have made payments that are processed immediately.
