What is the point of this? It’s always seemed suspicious to me, especially considering when you want to put money into your Paypal account from your bank, the transfer is instant.

The simple answer is, “Because they can.”
It’s in their best interest to hold on to money as long as they can. They make interest off of the money you have deposited, and they are completely unregulated. They have no reason to give you your money in a reasonable time frame. In fact, they can hold it as long as they want to without any recourse.
