For some reason a few months my request for a debit card was denied. I have been a member of PayPal since 2006. Account Type: Premier. Im a verified user. I dont get the reason for this.. I tried again yesterday. Hopefully they will approve this time.

Perhaps you have had dispute with a bank? Banks share information and will not let you open an account if you skipped out on paying an overdraft fee to another bank in the past. As PayPal is really a bank, they likely have access to this information.
Usually they allow debit cards. Has your account been used recently? Does it have money in it? Perhaps you need to have it funded in order to get a card. Email them.
