I have been waiting to use my money on paypal for the longest time. Then I finally got my debit card. But I guess I can’t use it for some reason. Is there anybody that guide me on the way to use it.

Because PayPal is looking for a Visa debit card backed by a financial institution – not a retail store.
It’s pre-paid which means from a security standpoint, there’s no source account where monies are kept, and nothing personally-identifiable about you, except what information you had to submit to WalMart to receive the card.
Account verification is for the purposes of confirming identity and a Visa card that isn’t linked to an account housed at a Bank doesn’t suffice.
Ask yourself, do you think most people would feel confortable if PayPal let pre-paid Retail Visa’s serve as a means of confirming identity?
I wouldn’t.
