I attempted to add my visa debit to paypal but it got rejected, i was thinking that maybe it is because the account it is linked with has no money in it.

No it shouldn’t need money in the account!? I have added cards to pay pal before without money in the account, and I still have cards register which have been closed Lol.
No, Paypal actually makes 2 small deposits into your account first to verify it is real.
To my knowledge, you can’t place a debit card on file, just a credit card.
I would say you dont unless you try buying something using it.
No, but you will need funds when you use it.
