Ive tried to sell stuff over the internet before using paypal and was scammed, with this attempt i was wondering when is the money in my paypal account during pending truly become mine and not cancel-able?

Once the buyer’s PayPal or bank account has been verified, and the funds were available to be transferred to your account, and when you accept those funds, then will it be officially “yours”. You can then either leave the funds in your PayPal account to use for your own purchases, or have it transferred to your own bank account, so you can use it for non-Internet purposes.
