I live in Canada and am going to buy an item on ebay ($200+) that’s also in Canada and im wondering if paypal charges taxes so if they do ill put my maximum bid lower to factor in the taxes.

Nothing to do with PayPal or eBay. It will depend on the SELLER.
If the seller is registered to charge GST and Provincial sales tax, then they will add it to the auction invoice.
Contact them and ask.
Paypal is just a way of transferring money securely, like a checkout at a store. Any taxes that are charged are charged by the seller and should be clearly indicated in the description. If you are unsure about taxes and shipping charges, contact the seller.
