My mistake, I payed ebay transaction with my old paypal account which is connected to my Commonwealth bank in Australia which have $0 in it. And, now the status is uncleared.
How to cancel the paypal payment? Is it gonna be credited to my bank or because I have nothing left in the bank they cancel it by itself?

If you can’t cancel the payment you need to deposit the amount into your commonwealth ASAP otherwise you will receive a dishonour fee from the commonwealth, unfair but that’s the way it goes.
you might get a nice letter from paypal. probably, your paypal will go into the negative. i would contact the seller and explain what happened. if the funds don’t clear either reopen paypal quick or send him a money order to complete the transaction.
You might have the tthe ebay account closed/suspended if the seller reports fraud by you.
