The buyer received item, and claim that item received was not as described and want refund first before sending item back to me. We had responded to each other back and forth through paypal and when I told him I will only issue refund if item is shipped back to me. Now he has escalated claim to paypal to investigate. He also threatened to complain to paypal and have them proceed to call authorities to investigate. What should I do? Thanks

You are in the right. The buyer is entitled to a refund (and even if they’re not entitled, your policy should be to refund if not completely satisfied). It is reasonable to expect the item back before issuing one though. As long as you are willing to issue the refund, Paypal should side with you. Don’t let this bully intimidate you! In the future you need to stipulate the terms of your refund policy on all your listings! Good luck!
