paypal is safer if there is a dispute paypal can investigate and some times get your money back
but each of you are suppose to have paypal account or you could have paypal send a check to you recipient (extra charge for that)
as for Western union once the money has been sent its unrecoverable
and if there a problem you are out of luck
but anyone can and received money via western union
