I am studying abroad in Singapore in the fall. I am currently in the US and need to pay a deposit on a room pretty soon. What is the best way to accomplish this? How well does PayPal work? I use a small local credit union for my banking needs.

I live in Singapore and I transfer money over about every three months. The easiest way is to wire the money.
I wire money from my Netbank account to my DBS account. The bid-ask spread is pretty low and the fees will depend upon the wiring bank. My charges US$40.
Why not Paypal in Singapore? Almost NOBODY uses it here. If your school accepts credit cards, they’ll accept your credit card anyways. If they don’t they WONT accept Paypal. You can wire, do NETS (a local credit network, kind of like Cirrus) or send a local check. That’s it.
My credit union is also small but they are on the general circuit used by all credit card companies.
Paypal has a great security policy. If something goes wrong they will put THEIR team to working on it. This costs you nothing. They can directly draw from your account at no cost to you. I have had really good luck with them and they have come to my defense before and I got my money back.
Don’t do Paypal. they will discriminate you because you are in Asia. Check the blog: Former employee speaks.
Please, be very careful with Paypal, they hijack customer’s money so they can day-trade it and put the profit in their own pockets. So they usually use “Money on hold” or “suspicious activities” as an excuse to use their customer’s money.
Please check this out, and please notice that they advertise another product. Since I don’t know this product and I don’t know anyone who does you should distrust it too.

Good luck and please let other’s know about these obscure practices. Probably a congress person would be able to help.
