What if someone paid something and you sent something cheaper but made it look like you sent the right thing, how can buyer prove that it was not sent? What is this punishable by law?

This is an example of fraud! The buyer need not prove that you sent anything at all. All the buyer must do is file the claim against you for not sending the correct item. Ebay can delete your account as can PayPal (considering Ebay own PayPal) and refund the buyer his money. If the buyers claim with ebay does not work against you, he can still file with PayPal.
I had a similar position recently where a seller sent an item that was close but not what he had described in the listing. I file a claim with both & received my money back plus the amount required for mailing back the item to the seller.
The small claims court route is only persuable when all other routes have failed but the likihood of the other party showing up or actually paying are slim to none. I was repaid by PayPal who took the money out of the users account.
