I am 16 and wish to sign up for PayPal with my direct debit or bank account.
My sister is calling me a ‘baby’ because I won’t lie about my age and say that I am 18 so I can sign up.
If I were to sign up now and lie about my age, could they find out and what would be the ramifications if they did find out?

that would all be explained in the terms of service, acceptable use, and privacy policies etc. on the site.
in short, their obligations to take care of your money are at risk to you since you would be using the service fraudulently.
Apparently they look up your details and see if they match the card to protect for fraud. So in theory they could find out. But I even used a fake name before and nothing happened.
The worst that will happen is your account is closed. There is a slim chance you could be banned from opening one again but I seriously doubt it.
The only ramification is they might (most likely will) close your paypal account. As long as the money you were spending was yours and legally yours, that’s the worse that can happen.
That is fraud and your parents could be sued for damages.
