I have an unverified paypal account(Verifying it is not an option).
I have 8 dollars in my account, how can i use it at all?
I have a visa gift card. Would I be able to use it to verifiy my paypal account or use it to confirm an address?

I don’t think you can use the Visa gift card.
Even if you transfer the money, you will have to buy something with it, or have a bank account tied to the paypal account to get it out.
You can request a check, but it takes 5-10weeks for paypal to send it to you and they will charge $1.50. If you transfer it, they will charge a fee,too.
You won’t be able to use the gift card to verify, but you can send the money to another PayPal account.
