If he knows my email and password, is there anything he can do with the account and get away with it? It’s hooked up to my bank and credit card. If he transfers it to his, then can I get it back and what is the punishment if anyone knows? What if h transfers it to one of his accounts then over to another one? I’m just spitballin here.

Unless you disclose your PayPal password and email to anyone, there is no way they can hack you. If, somehow, they do get access to your PayPal account, they can steal your money, change your account settings, and do many things to your account. It is illegal to use someone else PayPal account.
His if he/she gets caught, then he/she will be harshly punished.
If someone has your password, they can empty your bank account. This can be most easily done by making a payment from your account into his PayPal account (presumably using a fake name and address). From there, purchases can be made, transfers to other accounts made, and money withdrawn.
There are some protections, but you could be with an empty bank account while things get straightened out. This can take months.
he can take your money and spend it but i think you would get caght i would call the bank tell them to cancel your card and get a new one then use that one with a new accant and be more careful but that just me it make sure your money is safe
he can steal your money, but you can block paypal before this happen.
you should also contact local authorities and inform of the fact to get more help.
