I have a Premier account now and I want to downgrade to Personal, because I believe that best suites me. What are the difference between the two?
Let’s say some body will transfer 1000USD thru credit card, how much will be the deducted if Personal and if Premier?

There are no fees assosiated with personal accounts however in having a personal account it will mean you will have less functions at your desposal such as a receiving limit. As a personal account is meant only for infequent use to receive and send small amounts.
Your Personal account receiving limit is reset each month on the anniversary of the date your account was opened. For example, if your account was created on the 12th of the month, your limit will be reset on the 12th of every month. It will be displayed on the limits page of your account.
So if you hit this monthly target due to receiving a large payment it may ask you to upgrade to a premier account in order to receive it.
Also if you have a personal account you will not be able to receive a credit card payment through paypal. so if the person sending you the money is using the credit card the only way you will be able to accept the funds is again by upgrading.
The problem with personal is that they only let you accept about 10 credit card payments a year. Thats why i upgraded to premier, people on ebay were paying me with their credir cards and i ran out of the alloted number of credit card payments you can accept.
