My brother and I each have a PayPal account, and his is already verified using my mothers bank account, however I also need to become verified. If I am verified by being approved for a PayPal credit card, do I have to get one?

You are verified by your bank account and don’t need a credit card to do so or sign up for the PayPal one. Since your account needs to be verified, using your mom’s bank account won’t work if it’s already assigned to your brother’s account. You’ll need a different bank account to get verified.
Please do NOT get a PayPal credit card just to verify your account. I’m assuming that you do not have your own bank account. Do you know if your brother used you mother’s checking account or savings account? Because these accounts have different numbers. If he used your mother’s checking account, for example, you should be able to use your mother’s savings account to verify your PayPal account.
You can only verify a Paypal account with a bank account.
