hi , i want to ask some questions about paypal and alertpay.can i send money from my alertpay account to my paypal account? and i am a little programmer if vb.net.can i make some simple projects and get paid for them?i can make some nice ones but not including databases,is the answer the same?

You cannot transfer money between alertpay and paypal, they are two competing companies.
The only way to do it is to get someone that wants to recieve your AlertPay money and then they can send you money from thier paypal to your paypal (it is very easy to get scammed and also against the Terms of Service of both paypal and alertpay) so i wouldnt recommended doing it.
In answer to your programming question, hit up some populat webmaster forums, they are often for people looking to code things on websites. a simple google search should provide a few.
