If your paypal account is insufficient to cover a particular purchase on it’s own, and you have a credit card on your account, will paypal use the balance on the account (taking it down to zero) and charge the remainder on your credit card? Or will it just charge the total amount to the credit card?

Paypal will take your available balance, then charge the remainder to your CC.
You have it. They will use your paypal balance and take the rest from your credit card.
