Log in (assuming you have an account, if not, set one up) then on the left column menu, the first item under “set up your account” will say “add a credit card”. It’ll tell you what to do from there.
Idk what kind of “business account” you’d need.

You don’t need a business acct.!!!
Anyone can open a paypal acct. Heck, my son has one.
Log into PayPal.com and go from there.
You don’t need to do anything after that. You will be able to make payments and also receive money once it is set up.
