As long as you have a bank account, you can use either credit or debit card.
You have to register with PayPal of course, then simply follow the on-screen instructions. It`s safe - millions of people use it.

Paypal I am happy with. Very safe for buyers, not so safe for sellers, as there is always 'fraudulent' buyers that claim having not received the goods when in fact they have, so this mean chargeback.
Ebay, honestly for buyers great, you can find nearly anything, anywhere, cheap, but for sellers it is rather a nightmare. I have been powerseller with over 5000 ratings and now I stopped selling. There will be always someone reporting your ads (competitors of course) or eBay somehow will always find something quite not right with your adverts and stop them.
Ways of paying:
If you are a seller and need to pay your eBay fees this can be done via Paypal or bank transfer, cheque (depending on your country) If you are a buyer and need to pay the seller, then usually terms are clearly described on the sale page.
