I am not clear on what it means to be able to pay with my bank account after I verified it. Am I allowed to pay directly with my bank with funds charged straight out of my bank account? even when my paypal has no balance? Also, am I still able to verify the same bank account that had its associated credit card added to Paypal already?

Do not verify by using your bank account. There is alot of fraud happening and if our bank account gets jacked, it will be frozen until the fraud is cleared up. Get a reloadable visa debit card, place funds on it and pay through paypal with it. Trust me, you DO NOT want to use your bank account. DO NOT give paypal your account information!
