Do you need to have a PayPal account tied to a bank account if you want to send money to people?
Is it possible just to add money to the account with a credit card, and then send that money to people?

1. yes you need to tie it because the money needs to hit some where.
2.you add money to the paypal account using you bank funds.

Yes, you can use PayPal with just a credit card. Tying a bank account to it is not mandatory, as long as you have some other financial base attatched to it (ie, credit card).
