Like if I buy an item for 25 bucks and the shipping is 4 dollars, does the seller get the money from the item and I have to give him the shipping money later? Or is it all one big bundle?

When you do your payment through eBay. Right before you submit it and it is redirected to PayPal.
It should give you
Item Cost: $25
Shipping Cost: $4
Shipping Insurance (Optional): (Scroll Down Box)
Shipping Service: (Scroll Down Box)
Total: $29
