Having money in your Paypal account is just like having it in a bank account. You can withdraw it, or you can let it sit there, or you can use it to buy things from places (like eBay) that accept payment via Paypal. The person who said you must withdraw it is completely wrong.
Nope. You have to withdraw. I generally wait until there’s something worth withdrawing when I do so.
