I read somewhere that you can’t change it into maplepoints or something, unless it’s from a card. I live in a location that doesn’t sell the cards – but all the cash shop items say they use nexxon cash.
Can I use paypal to buy these items? Or are prepaid cards required?

Yes, you can use Paypal. NX Game cards were introduced AFTER the paying method of PayPal, so you can use either one.
