It asks for a current/savings account, is mine a savings account? Would I be able to transfer money that’s been put into my bank, from my work, to PayPal?

simple NO. You must be 18 in order to use pay pal. Legality reasons state that you must be 18 for a contract to be legit, that is why you need parental co signers on anything that you finance.
YOU CAN BE 16.
