Lets say that person A wants to send money to person B. If the only way to fund A’s account is to charge a credit card who pays the credit card fee? I doubt that PayPal would take the loss. I am not referring to businesses. Just 2 individuals. Would PayPal require that the money come from a balance or a checking account?
A second question is if there is a balance in the PayPal account and a purchase is made from a business would the business have to pay a fee if the balance covered the entire purchase?

Well, I usually do this a lot with prepaid debit cards to buy things a lot. No it does not require a fee but when you add a credit card it takes requires a fee. From then on it won’t charge you unless you went over the max amount you can receive. You can send money from your card and your checking account I believe, probably balance too. The money sent then goes to the others paypal balance.
As for the second question I don’t think the business will have to pay a fee, but then again I am not sure.
