I had someone steal my bank account information a while back, and it messed things up for me pretty badly. Now that account is closed, but since I need a bank account to open a paypal account, I tried to open a new account at a different bank and I can’t becuse of the other stuff from the old account on my record. I need to know if there is any other way to set up a paypal account without having a bank account. Anybody know?

You don’t need a bank account to open a paypal account. The only time your bank account information is used in your paypal account is to verify it.
If it was an actual case of theft then you should have a police report that you can use to ensure that you do not have any negative credit notations on your account. The bank should be able to help you do this as well as open a new account for you.
Since you haven’t done this I would assume that there are some details that you haven’t included.
