I would like to make payments securely anonymously, apart from say a username or email given to the recipient (or even neither). I presume paypal give your full name at least.

Only way you can do so is with a prepaid credit card, gift card. PayPal confirms ID
There are several solutions for making online payments. Paypal will verify your debit/credit card and/or bank account. Of course, you can get a pre-paid debit card at WalMart or Walgreen, or you could have a friend or homeless person buy one for you, which would remove you from the transaction.
There are other services online, such as MoneyBookers or Xoom that allow you to move money around with varying degrees of identification required.
Most of these will ‘require’ your full name, but you will find with some exploring that their degree of due diligience is not always the same.
