I want to setup a site, where the user can pay $1 monthly for extra features. Is there a way to have paypal automatically pay the $1 each month until they decide they don’t want the features anymore?

Yes, you can have people with Paypal get a Billing Agreement with your Paypal Merchant account. But you have to upgrade to Merchant first.
