if i want to pay someone for something through paypal but NOT through ebay (say if i make an agreement with someone through a website or email or whatever else) is there a way to protect myself so that if i do not receive my product I can get my money back? or is there a way to make the agreement guaranteed somehow?

If you pay through paypal it is protected. Not only on EBay. I have been using Paypal for 6 yrs and have had 2 problems one on EBay and one on another site. They refunded my $ both instances.
