I want something off ebay and the seller only uses paypal, so does that mean I have to get a paypal account or is just paying with my credit card okay?

Basically yes. on eBay you can pay directly using your credit card and in PayPal you register your credit card on the PayPal account and you can pay using the credit card as the payment method but the payment will be processed by PayPal. In your case since the eBay seller only accepts payment with PayPal you have to sign up for a PayPal account and register your card on the account to process the payment. This is a more secure way to pay using your credit card since you don’t expose the full credit card number every time your making a payment and you will be covered by PayPal’s buyer protection if there is something wrong with the item.
That means they only accept payments from paypal account, which you can sign up for free at http://www.paypal.com You can however, pay for the auction, with a credit card, through your paypal account.
You can get a pay pal account then use your credit card to fund the account or payment. It’s up to the seller what forms of payment they accept.
It means that you have to have a paypal account.
