Hi, I have won an item on ebay (a marquee) and asked the seller prior to paying for the item if it would be possible to deliver by 8 September – he replied that it would if I pay via credit card and not Paypal. As he only has 10 feedback scores, I’m a bit sceptical – if I pay by Paypal and he ‘does a runner’ am I more likely to get something back than if I pay by credit card?

Paypal has a dispute process. But your credit card company should as well. If he doesn’t ship it, you can call your credit card company and involve them. But you can pay by credit card through paypal and the money gets there almost as quickly. It only take a day longer. That still gives the seller time to get the item to you before Sept. 8th.
