Yes that’s probably the safest bet, wait for the money to come into your account before you ship it though.
Also, yes they can get their money back by filing a dispute if you didn’t ship the item to them and they never received it. The dispute is reviewed by paypal employee’s and you have a say, you can tell them you shipped it and show proof and keep the money.
It’s safe for both buying and selling.
