No, not really. Technically you can only overspend if there is a bank account listed in your paypal account. However if you do not have funds in your bank account to cover it you could be slapped with a insufficient funds fee. Paypal is not credit, paypal is a payment processor. You must have the funds beforehand to use paypal.
You can overspend if you have your paypal account linked to a checking or credit account. If pulling from your checking when you overspend on paypal there is no fee for the funds transfer. I’m not sure about the creditcard since I’ve never had to pull from it.
