I have 20 dollars in my paypal account.
I am about to buy 30 dollar item from ebay.
I want to first use 20 dollars from my account and the rest of money using either bank account or credit card.
Is it possible to do that?

Yes it is possible. But you will need to add the bank account or credit card in your Paypal profile.
They will deduct $20 from your Paypal account and then the remaining $10 from your other account.
