I need to pay someone in cash and my “cash advances” are maxed on my card, but it has $400 in available credit. Any way to set up paypal with two accounts and purchase something from myself, then just pick up the $400 from my other account? Any other ideas about getting cash with a credit card when your cash limit is maxed?? This is uber-important!!

Yes, you can open an account with paypal, attach the card to the account and basically send yourself money to another account. You should know that the only way to get the money out of the paypal account is to attach your bank account and request that the funds be transferred into your account 2-3 days in most cases.
Also you will pay fees on the money to paypal because of how much money it is, regardless if you do it as a gift or not.
Sorry, I’ve had credit cards for years and never heard of one with a cash advance restriction. You can draw cash up to your credit limit.
If you are continually using your credit card to draw cash, you are attracting heavy interest and may well get into difficulties
