I heard that its not necessary to add funds to my paypal account since PayPal automatically debits the bank account for the transaction. Is it true?
So if my paypal balance is 0, i can still buy stuff from ebay? (send money to the seller?)

You are correct, you do not need to have any money in your paypal account to buy on ebay. They take it directly from the account you supplied them with. As far as sending money to the seller, paypal does that or you can work directly with the seller as I have done many, many times over. Good Luck
