Ok im 17 but I made a paypal account and i had $680 in my account and they said there was “unusal activity” going on. They asked for a bunch of things to verify that it was actually me including a copy of a photo id. so they found out that i was under age and told me they have to cancel my account and have to wait 6 months before i can get my $680. is that leagal?

Yes it’s legal; it was part of the rules when you opened the account. Most likely you failed to read them.
They can Legally do it.
