Is it free to create a paypal account and PAY with a credit card ?
I only plan on making a payment with a credit card. I wont be receiving any payments, will this all be free?

Yes, there is no charge to join or send money. The person who receives the money pays a fee.
Yes it is free, and safe. This way you can buy things without giving your credit card information out to strangers. Also if there is a problem, like if you do not receive the product paypal will reimburse you.
I use it whenever they will take it.
