Yes, Paypal is available in 150 countries including philippines.
Listen and follow this instruction very carefully to open a paypal account.
Go http://www.paypal.com (home page, enter the correct web address as it is written here) and click on register-you can choose from the different option listed: personal account,business account, premier account.
Since,you want to open an ebay store – choose business account this allows you to make payment online and also accept payment.
Follow the instruction, fill out the form and surmit.
Note:you must have a credit card from your local bank to be able to open a paypal account.
If you are interested in ebay ‘global trade’ – means selling internationally.You must have a verified ebay account.Below is how you can verify your ebay account:

Sign into your eBay account and click on “My eBay”
From the left column of My eBay, under My Account, click the “Addresses” link.

Which means you CANNOT withdraw funds in Philippine pesos — you need to open a US Bank account. And that may not be easy in the Philippines.
