If We Have A Personal Paypal Account, Are We Given The Option To Deny Credit Card Payments From Another Person?

If we have a personal paypal account, are we given the option to deny credit card payments from another person. For example, if someone is sending me money (not using ebay or anything) and he sends the money using a credit card, am I able to deny his payment? I only want to accept paypal funded payments so that chargebacks are not possible.
